2 Dec 2025, 16:23
On November 27, the American Chamber of Commerce in Kazakhstan held an online meeting with Ekaterina Smyshlyaeva, Member of the Mazhilis, to discuss the draft Digital Code. The meeting was organized together with Aretera Public Affairs.
More than 30 representatives from Kazakhstan’s tech and business community participated, including companies such as Google, Apple, HP, Baker McKenzie, DataArt, Outpost Eurasia and others. Ms. Smyshlyaeva presented key innovations proposed in the Digital Code, upcoming follow-up regulations, and new legal concepts such as digital object rights. As the draft law has passed its first reading and is expected to be submitted to the Senate soon, the meeting offered an important opportunity for the private sector to receive clarifications directly from the author of the legislation and to raise questions relevant to industry operations.
The session was moderated by Elena Bychkova, member of the Mazhilis working group and Senior Advisor at Aretera Public Affairs. AmCham extends its appreciation to the Aretera team for their cooperation and support in facilitating this discussion.
An issue brief reflecting the consolidated position of AmCham member companies on the Digital Code, prepared by Outpost Eurasia, is available below:
