Healthcare Committee Met with the Ministry of Healthcare to Discuss VAT on Medicines | February 19

On February 19, the AmCham Kazakhstan Healthcare Committee held a working meeting with representatives of the Ministry of Healthcare, the State revenue Committee of the Ministry of Finance, and the Ministry of National Economy to discuss VAT exemption mechanisms for medicines imported and supplied under the GOBMP and OSMS frameworks.
The discussion focused on practical challenges related to VAT exemption at the import stage, particularly the requirement to provide a supply contract for customs clearance. Members highlighted operational issues arising in cases of additional volumes and urgent deliveries, as well as regulatory inconsistencies between the Tax Code and Government Resolution No. 1203.
The meeting was constructive and solution-oriented. Parties agreed to continue refining proposed amendments and maintain dialogue to ensure balanced solutions that both safeguard tax administration and support uninterrupted patient access to medicines.
