TAX COMMITTEE: Quarterly Meeting Update | February 26

AmCham Kazakhstan’s Tax Committee held its quarterly meeting on February 26 at Deloittee Kazakhstan to discuss member tax priorities following the Prime Minister’s Council meeting on improving the investment climate.

Members reviewed key issues affecting day-to-day compliance and predictability, including:

  • Royalties and reclassification: kept under active monitoring
  • SME deduction: consolidated position to be finalized through follow-up coordination
  • VAT topics: VAT on medicines (cross-committee with Healthcare) and VAT on penalties (need for consistent application)
  • Excise tax policy: maintained on the committee agenda
    MAP procedures: the need for practical data and examples to support dialogue with authorities
  • Reversal of 80% VAT input (from 1 January 2026) & transfer pricing challenges – subject of discussion
