AmCham Digital Code Working Group Meeting – October 29, 2025 

Members reviewed the draft Digital Code and aligned feedback for further dialogue with Parliament. 

Last week, AmCham Kazakhstan’s Digitalization Committee held a meeting of its Digital Code Working Group to discuss recent legislative developments and coordinate member input. 

Outpost Eurasia, on behalf of Google, delivered a presentation outlining the Code’s structure, objectives, and key risk areas, including broad extraterritorial scope, extensive state authority, and ambiguity in data ownership provisions. 

Member companies, including HP, Morgan, Lewis & Bockius LLP, DataArt, Meta, and others, shared initial feedback and will submit written comments to support the preparation of an AmCham Issue Brief for further engagement with Ekaterina Smyshlyayeva, Member of Parliament, and the Mazhilis Working Group on the Digital Code.
