The Digitalization Committee brings together IT companies, tech-driven businesses, and legal experts to advance Kazakhstan’s digital transformation agenda. It addresses key issues such as AI regulation, cybersecurity, digital infrastructure, and government procurement practices. Through regular dialogue with policymakers, the Committee promotes transparent, flexible, and innovation-oriented digital policies that support private sector growth and strengthen Kazakhstan’s competitiveness in the digital economy.
Working Groups/Issues
AI Regulation | Kazakhstan’s draft AI law, currently under development, diverges from international best practices and may constrain AI innovation and adoption. Revisions are necessary to ensure alignment with global standards, strengthen data protection, and create a balanced regulatory framework that supports responsible and sustainable AI development. |
Cybersecurity | Kazakhstan’s cybersecurity regulations remain fragmented and often focus on control rather than collaboration. Businesses face unclear compliance requirements and limited coordination with regulators. |
Localization | Current tender and procurement practices often limit participation of international IT companies and do not fully recognize digital solutions developed locally. Clearer rules on data protection, fair competition, and localization criteria are needed to support innovation, attract investment, and integrate Kazakhstan into the global digital ecosystem. |
Digital Code | Limited private sector input in drafting the Digital Code hinders progress on innovation and nationwide connectivity. Greater collaboration is needed to ensure balanced, growth-oriented digital policies. |
