The FMCG Committee brings together senior representatives from leading manufacturers, distributors, and GR experts to address regulatory and operational issues in Kazakhstan’s consumer goods sector. It serves as a platform to align industry views and engage with government stakeholders on key policy matters on FMCG sector. The Committee focuses on digital labeling, certification, import procedures, and trade facilitation. It promotes a transparent, predictable regulatory environment that supports market growth and fair competition. Through regular engagement, the Committee contributes to policy development and advocates for practical solutions that enhance the FMCG sector’s sustainability and consumer access to quality products.
Working Groups/Issues
Track&Trace Labelling | The proposed expansion of Kazakhstan’s track-and-trace system to beverages and other FMCG products raises major cost and efficiency concerns. AmCham members warn it will burden producers and retailers, distort competition, and discourage local production without proven benefits in reducing illicit trade. |
Recycling / Extended Producer Responsibility (EPR) | Persistent transparency and efficiency issues in Kazakhstan’s EPR system limit its effectiveness in managing packaging waste. Establishing a collective EPR model aligned with international best practices could significantly boost recycling rates and reduce environmental impact. |
Nation health roadmap | Kazakhstan’s National Health Roadmap lacks clear implementation mechanisms and measurable indicators. Stronger coordination with industry and inclusion of private sector expertise are needed to ensure sustainable healthcare reform and improved public health outcomes. |

Key Achievements
Positive progress in Track&Trace Issue:
- Adoption of a phased rollout schedule for the national Track & Trace system.

- Extension of the implementation timeline for the beer industry by 11 months – from February 2026 to January 2027.
