The Healthcare Committee brings together leading companies from the pharmaceutical, medical technology, and healthcare services sectors to address regulatory and market access challenges in Kazakhstan. By engaging with government stakeholders and aligning with international best practices, the Committee works to support sustainable healthcare reform and promote an investment-friendly, innovation-driven healthcare sector.

Pricing and Composite Services	The lack of consistent guidance on how composite services should be priced and taxed, including whether components should be treated separately or as a single supply, creates legal uncertainty. This complicates contract structuring, increases compliance risks, and may lead to additional tax exposure and disputes with tax authorities.	Ongoing
Funding and Access	Limitations in public funding, delays in reimbursement, and uneven budget allocation across regions can restrict patient access to medicines and medical devices. These issues create uncertainty for suppliers and may affect the timely availability of essential treatments.	Ongoing
Contract Manufacturing	Regulatory and tax uncertainties around locally produced medicines, including requirements for localization, pricing, and VAT treatment, create risks for contract manufacturers. These issues can affect investment decisions, production planning, and the scalability of local manufacturing operations.	Ongoing
EMS training	Current EMS and first aid training standards in Kazakhstan lack alignment with international best practices, resulting in limited practical skills among trainees. Updating regulations to introduce uniform standards, qualified trainers, and advanced programs would strengthen national emergency response capacity and improve health outcomes.	On hold
