The Healthcare Committee brings together leading companies from the pharmaceutical, medical technology, and healthcare services sectors to address regulatory and market access challenges in Kazakhstan. It provides a platform for dialogue on pricing policies, registration processes, localization, innovation, and patient access. By engaging with government stakeholders and aligning with international best practices, the Committee works to support sustainable healthcare reform and promote an investment-friendly, innovation-driven healthcare sector.
Working Groups/Issues
Market access | The multi-stage process for adding medicines to Kazakhstan’s reimbursement lists is lengthy and lacks clear timelines, often delaying patient access for 2–3 years after approval. This regulatory gap hinders timely access to innovative treatments and negatively impacts both patients and pharmaceutical companies. |
Localization | Current legislation does not formally recognize or support contract manufacturing purchasers, limiting their access to state incentives and inclusion in industry programs. Establishing clear definitions and support mechanisms would help attract investment, enhance local production, and strengthen Kazakhstan’s pharmaceutical sector. |
Price regulations | Kazakhstan’s current price regulation system lacks flexibility and does not fully reflect market realities, production costs, or supply chain dynamics. Rigid pricing mechanisms and lengthy approval procedures often delay market entry for innovative medicines, discourage investment, and risk creating shortages. |
EMS training | Current EMS and first aid training standards in Kazakhstan lack alignment with international best practices, resulting in limited practical skills among trainees. Updating regulations to introduce uniform standards, qualified trainers, and advanced programs would strengthen national emergency response capacity and improve health outcomes. |
