Committees

Local Content

The Local Content Committee brings together companies working within Kazakhstan’s localization framework to address procurement rules, production standards, and workforce development. It promotes open dialogue with government authorities to ensure transparent, balanced, and practical local content policies. The Committee also facilitates the exchange of best practices to strengthen local supply chains and enhance industry capability.

Working Groups/Issues

Market sizeEquipment manufacturers view Kazakhstan’s market as too small to justify local production. Expanding trade with non-EAEU neighbors such as Uzbekistan and Mongolia for mining and agriculture equipment, coupled with proactive government export support, would strengthen the business case.
Time to marketCompanies face significant delays in launching production, averaging up to five years in pharmaceuticals and up to two years for equipment manufacturing. These long timelines reduce investment returns and discourage new market entry.
Production costLocally produced equipment and complex goods often cost more than imports, eroding competitiveness. Existing subsidies and incentives fail to offset these higher costs, discouraging local manufacturing despite potential value chain benefits.
Unstable legislative environmentFrequent legislative changes hinder business forecasting and deter investment. While large projects may obtain exemptions, smaller investors remain exposed to sudden regulatory shifts, reducing overall confidence.
Differing voicesMember companies likewise report that they get different, sometimes contradictory guidance from different government bodies.
