Digitalization Committee Working Group Meeting | January 13, 2026 

AmCham Kazakhstan convened an online meeting of its Digitalization Committee Working Group to discuss the draft decree on online platforms and mass media. 

Members reviewed the issue brief presented by Outpost Eurasia and exchanged views on key regulatory risks for digital platforms and the wider business community. The discussion focused on four core issues: the broad definition of audiovisual platforms and resulting licensing mismatches, legal presence requirements and their impact on investment decisions, the proposed prohibition on registration for minors under 16, and operational challenges related to content verification and certification. 

Participants emphasized the importance of clear definitions, proportionate regulation, and predictable implementation. Members also highlighted the need for a transition period and continued, structured dialogue with regulators.
