ADVOCACY OVERVIEW

AmCham Kazakhstan serves as the voice of the international business community, working actively to promote member interests through structured advocacy. By engaging directly with the Government of Kazakhstan, the U.S. Government, and international organizations, AmCham ensures business priorities are heard at the highest levels. 

Advocacy at AmCham follows a transparent and inclusive model. Member concerns are raised through committees, developed into formal positions by working groups, and presented to government bodies through AmCham’s exclusive channels. Our track record includes measurable policy changes, institutional access, and long-standing partnerships with national and international stakeholders. 

HOW OUR MODEL WORKS

Committees as Entry Points

Committees serve as the starting point for all advocacy. Members bring forward issues during quarterly meetings, where concerns are reviewed, discussed, and prioritized by industry peers.

Issue Prioritization and Group Assignment

The Board of Committees identifies key issues and assigns the leader for focused development. This ensures attention to detail and active participation from subject-matter experts.

Groups Shape the Industry Position

Groups research the issue, prepare briefs and policy proposals, and align them with unified industry recommendations.

Advocacy Facilitation by AmCham

AmCham coordinates all advocacy efforts scheduling meetings, managing communication, and ensuring that members’ positions reach the appropriate decision-makers.

Ongoing Monitoring and Feedback

After engagement, AmCham tracks progress, provides updates to members, and adjusts strategy as needed to maintain momentum and impact.

COMMITTEES

Tax

The Tax and Customs Committee proactively addresses both existing and new tax and customs issues by maintaining a dialog with the State Tax Service, Ministry of Finance and State Customs Committee and promotes change in the tax and customs system through consistent interpretation and application of existing regulations.

Healthcare

Considering the larger than normal expatriate community, an influx of short-term business travelers, and increased investment in infrastructure that are results from a very active oil sector Azerbaijan’s travel tourism industry is one of the most promising. The business travellers require and demand high quality airlines, hotels, restaurants and services in both the capital and the regions. Over the long-term, however, Azerbaijan also has the potential to attract a considerable number of international tourists. The country is blessed with ingredients that will create good memories for tourists, including natural or interesting scenery, people, a historically rich religious diversity, interesting cities to explore, unusual foods, exotic smells, opportunities to bring home memories they have purchased, and above all, safety in the country. Having these attributes should go a long way to enable Azerbaijan to redevelop its tourism industry more broadly.

Digitalization

Innovation and Digital Economy (IDE) Committee will be on fostering a culture of innovation and supporting AmCham members' participation in activities related to the innovation sector in Kazakhstan. By staying at the forefront of digital transformation and innovation, the DEI committee will help its members achieve their business goals and contribute to the development of Azerbaijan's economy.

FMCG

The mission of FMCG Committee is to contribute to the improvement of legislation and legal practice in the areas of commercial and company law, as well as to promote standards of best practice in marketing goods and services. The issues of product safety, consumer protection, advertising etc. are of great public concern, abundant however in grey areas not yet being subject to legal scrutiny.

LATEST COMMITTEE MEETINGS

PRIME MINISTER’S COUNCIL ON IMPROVING THE INVESTMENT CLIMATE

The Prime Minister’s Council on Improving the Investment Climate was established in 2012 as a high-level platform for dialogue between the Government of Kazakhstan and the international business community. Initiated by the Prime Minister and supported by key ministries and agencies, the Council was created to identify barriers to investment, recommend policy reforms, and promote a more transparent, predictable, and investor-friendly business environment. AmCham has been a founding member and active participant since its inception.
